lenzj/testcli: a golang utility package for testing command line

It was created for programmers working on large projects. The reason for Golang’s first release in 2012 was to establish a programming language that would be much simpler to use than the languages used at the time. go test -fuzz works much like go test -bench in that it will run all of the unit tests and the seed corpus for all of the fuzz targets before it starts fuzzing. There will be a non-zero exit code if any of those tests fail. Similarly, once it starts fuzzing, it will return a non-zero exit code if a crasher is found.
